In grades 14-15, only non-minority women have shown consistent increases over the last three years: 9.4%, 9.8%, and 11.5%. Minority women representation increased slightly in FY 1981 with no gain in FY 1982. Minority men experienced mixed and significantly slower gains over the same period. Non-minority males continue to dominate the upper grades with 272 or 84.5% of grades 14-15 being held by them compared to 50 or 15.5% held by all women and male minorities. In grades 16 and over, only 7.0% of the positions were occupied by minorities. 

[[underlined]]FY 1983 Affirmative Action Program Goals[[/underlined]]
FY 1983 affirmative action goals are to be established by PATCO employment categories, and the primary responsibility for setting and accomplishing organizational unit goals rests with the bureau or office manager. 
Under the direction of the Smithsonian's Office of Equal Opportunity, in collaboration with the Office of Personnel Administration, 32 organization units (those comprised of 25 or more employees) established hiring goals in five categories for fiscal year 1983. Established goals are as follows:
[[underlined]]Professional[[/underlined]] - 20% hiring rate for minorities and women.
[[underlined]]Administrative[[/underlined]] - 20% hiring rate for minorities, including minority women.
