Investigations of six of the twelve complaints were completed with a finding of no discrimination in each case. However, the investigations did turn up instances of poor supervisory practices or poor communications regarding counseling, performance, and conduct.

The most frequently cited basis for complaints is Race/color (Black) followed by sex (Female). failure to promote, to include denial of advancement opportunities, heads the list of matters cited as giving rise to complaints, followed by removals/terminations.  Complaints tend to indicate that supervisors and managers are not apprising employees of their job performance as frequently as may be necessary, and are not documenting counseling sessions. In addition, employees who believe they have been treated unfairly, but have no other avenue to drive the merits of their case tend to file a complaint of discrimination, although they do not necessarily believe discrimination was a factor. This accounts for a few of the complaints.

In complaints investigated over the past 4 years, the evidence gathered failed to support the allegations filed in the majority of the cases. Though outright discrimination is found in such a few instances,
