systems; providing new insulation, a vapor barrier, and a heating and air-conditioning system with industrial controls; replacing existing fluorescent lighting with fixtures reminiscent of the period in which the building was constructed; and installing smoke detection and sprinkler systems along with other security equipment. Of this amount, $3.5 million will be required for plans and design which is being requested in the fiscal year 1985 budget submission to OMB. The balance $31.5 million for construction would be sought in fiscal year 1986.

Aware that it would be premature for the Smithsonian to propose legislation authorizing such appropriations until the submission of the fiscal year 1985 budget request in January 1984, the Regents wished to record their support in principle for efforts made in the Congress.
Accordingly, it was

VOTED that the Board of Regents endorses the activity of the Congress of the United States with respect to the transfer of the General Post Office Building to the Smithsonian Institution and its conversion to public use.
