and perhaps attracting to the museum others who might not otherwise visit. The outside consultant has prepared recommendations and pro forma statements in this regard.

Estimates from the outside consultant on construction/operating costs and financial viability of these improvements support early judgments that these improvements can pay for themselves and that funding from the Institution will not be necessary.

In addition, a well-known restaurant developer who has provided guidance on design of the facility has, based on his independent analysis of projected operations, offered to finance construction in exchange for a long-term concession. It is expected, therefore, that the financing of this new facility, assuming final approval by the Board, will be required from the food service concessionaire to be selected in open competitive bidding.

The following motion was approved:

VOTED that the Board of Regents supports in principle preliminary plans for construction of a restaurant addition to the National Air and Space Museum and authorizes the Secretary to pursue construction and financial planning for final review by the Board in January, 1984, with the expectation that the project can be self-supporting from earned revenues.
