Colonel:

In compliance with orders from Head Quarters, Asst Commissioner D.C. dated May 21st 1866, directing me to make an inspection of, and report the condition of the Freedmen in Charles County, I have the honor to report the following.

All my efforts to establish schools have failed, owing to my inability to secure buildings for this purpose.

The people are universally opposed to their education.

The freedmen manifest a strong desire to be educated and to educate their children and in some of the Districts are making efforts to erect buildings, but with their limited means, success is
