Quartermaster General's Office, Washington, D.C., Nov 16 - 1866 Rev. John. Kimball. Supt &c. Bureau F. R. & A. L. Sir, After two ineffectual attempts to see you, I will state my business briefly in writing. Mrs. Johnson has received from Mrs Rumsey or some member of her family, — occasionally — a New York Daily Tribune & Baltimore Commercial & several weekly Papers directed to the "Soldiers Free Library", — perhaps three per month — always accompanied with the remark: "they used to come regularly" or something similar. She has long believed that they came to the Post Office regularly, & has made several efforts to have them delivered by the Carrier, but after coming two or three times would cease altogether.
