General:

I am directed by Maj. Gen. O.O. Howard to inform you that he has approved the accounts of Misses Gould and Hawes for transportation, presented by you at this office yesterday, and has ordered payment of the same.

He also directs me to say that hereafter, no accounts of this kind will be considered, unless the requirements of Circular 22 C.S. from this office [[insert]] copy enclosed [[/insert]] have been strictly complied with, and he directs that you instruct your Sup't of Education accordingly
