On my visit to Sheperdstown I met a number of the welltodo colored people and had a talk with them regarding a school. I found, that they had a lot and were willing to raise probably two hundred dollars towards building a school house provided the school was not turned over to the school comm'rs, as they thought the building should be free to them for other uses, that is meetings, debates &c. I agree entirely with them in this matter and do not think it advisable for the Bureau to build a school house and turn it over the Comm'rs as this County is different from Berkeley and I am afraid of the local officers. The same remarks apply to Charlestown, in fact the colored people in that place are decidedly suspicious of the Commrs. I do not dwell on this matter as I believe the Asst Commr has decided on turning the School houses
