Dear Sir:  In reply to your favor of yesterday I have the pleasure of enclosing Commissions for Miss K.E. Gould, and Lt [[best guess]] Edward W. Davis.

We regret that owing to heavy liabilities which are yet unprovided for, and the difficulty of obtaining money, we must positively decline to become responsible for more than the remaining Seven, and must respectfully request that they be placed where they will be of the least posible expense to us.
