Lieutenant.

I have ^[[insertion]] the [[/insertion]] honor to state that in compliance with instructions from Col Beebe Local Supt. D.C. I have directed the certain Employment Agents Canvass the City with the view of Collecting such Colored Children as my be foun on the streets in idleness, at the schools. i.e. to give to each a [[underlined]] Card [[/underlined]] of Admission to the nearest School. The agents report that may of the Children would gladly avail themselves of the opportunity: But that most the schools are full, or that the Teachers state that they have orders to admit but (50.) Fifty Pupils in their schools.

I have therefore to request instructions in the premises. Shall the work still be continued,
