With respect to construction dollars, OMB allowed the request for $4,000,000 to complete the Quadrangle; $14,828,000 for the Restoration and Renovation of Buildings account (a reduction of $1.2 million from the request) and $4,851,000 for National Zoological Park construction programs (not allowing $2,500,000 requested for commencement of the Aquatic Habitats Exhibit construction). None of the construction funding requested for the General Post Office Building renovation and for science facility improvements was originally allowed.

Following the receipt of the passbook, an appeal was made to OMB requesting the reconsideration of three items: Quadrangle-related operations; the construction of the Smithsonian Tropical Research Institute (STRI) laboratory and conference center; and the Special Foreign Currency Program. Initial response to our appeal was not favorable, but after further discussions with OMB, the Institution was successful in receiving partial support for the STRI laboratory and conference center ($1.5 million).

[[underlined]] - Nonappropriated Trust Funds [[/underlined]]: Fiscal year 1987 estimates for nonappropriated trust funds incorporate projections for [[underlined]] Air & Space [[/underlined]] magazine, the second payment of $1.5 million to be drawn from general unrestricted funds for the purchase of the Vever Collection, and the second phased donation/payment for the Thomas Eakins painting.
