Composition of the Work Force
for Civil Service Employees

The primary objective of affirmative action is to correct underrepresentation of protected classes in the work force. This is accomplished as each race/sex/ethnic group approaches parity with a relevant work force. Public Law 95-454, Section 3, under Findings and Statement of Purpose states in part, "It is the policy of the United States that in order to provide the people of the United States with a competent, honest, and productive Federal work force [[underlined]] reflective of the national diversity [[/underlined]] and to improve the quality of public service, personnel management should be implemented consistent with merit systems principles and free from prohibited personnel practices. Recruitment should be from qualified individuals from appropriate sources in an endeavor to achieve a work force from all segments of society." Based on its spheres of recruitment, the Institution uses the (national) Professional Civilian Labor Force (PCLF) and the Civilian Labor Force (CLF) as appropriate, as the standard for professional occupations, and the (local) Standard Metropolitan Statistical Area (SMSA) as the standard for all other occupations.

The distribution of the Institution's civil service work force continues to remain stable within the six general occupational categories (Professional, Administrative, Technical, Clerical, Other and Wage Board. These data cover full and part-time permanent civil service employees with
