Thirty-one employees contacted equal opportunity counselors; 31 employees had also contacted counselors in fiscal year 1984.  Fourteen employees or 45.2% later filed formal complaints in fiscal year 1985.  Analysis shows that individuals who file formal complaints rarely withdraw of agree to settle their complaint until they perceive that adequate redress is provided.
