A touch of Dublin is in store for you at this popular pub and restaurant, which specializes in seafood and steaks. Irish paintings, sketches and photographs hang on the brick and wood-paneled walls. A long bar near the entrance is always in full swing and the restaurant's hours (from noon to 3:00 am every day) are a joy to night owls.

The cavernous restaurant - there are all sorts of unexpected nooks and crannies - is composed mostly of booths and banquettes upholstered in rich red leather, and the congenial proprietor, John Joyce, will tell you that he knew Brendan Behan and has been written up in Irish papers by Hugh Leonard, author of Da (who's often in the restaurant when he's in town). if you're looking for an especially secluded spot, there's a tiny back room with only three tables in in.

"I go to the fish market myself every morning," says Mr. Joyce, "and pick out fresh fish for the day. We use only prime steak meat and we steam all our vegetables, so that they retain their own juices." Among Mr. Joyce's recommendations are: One Dozen Steamers with clam broth and drawn butter; New England Clam Chowder made with heavy cream; Broiled Fisherman's Platter, a jumbo combination entree featuring South African Lobster Tail, Broiled Sea Scallops, Broiled Filet of sole, Deep Fried Jumbo Shrimp and Two Baked Clams; Vegetarian Platter - a variety of steamed vegetables served with a boiled potato; Broiled Boston Scrod with butter sauce; 16 oz Boneless Prime Sirloin Steak; and 4 lb. Steve Bassett (who plays the young playwright, Clifford Anderson, in "Deathtrap" at the Music Box Theatre) chooses ... Arthur's, 44 W. 56th.

Entertainment and fine food are the winning daily double at Arthur's, the popular restaurant and bar on West 56th Street. Co-owned by Arthur James and his father Harry James (no relation to the musician), the restaurant features singing waiters and waitresses - Broadway performers working at Arthur's between show engagements. There are also two pianists, Liz Caplan (from 5:30 pm to 7:30 pm) and Jeffrey Roy (8:00 pm to midnight).

The restaurant offers dining on two floors. Downstairs, there's a men's club atmosphere, with wooden walls, grill work and paintings displayed. there is plenty of space between the tables along the wall; other tables are in the center area of the long narrow room. Blue tablecloths and napkins add color to the room.

An attractive winding stairway leads to the upstairs dining room, highlighted by Tiffany lamps suspended from the ceiling and outdoor umbrellas, which give the room a summer terrace ambience.

"We wanted to open a restaurant," says co-owner Arthur James, "that had a show business flair to it. We attract a lot of the atregoers and show business clients with our entertainment policy. Our singing waiters and waitresses are all professionals and put on a great show. On Tuesday, Wednesday and Thursday at 8:00 pm, we have guest entertainers."

The menu is a blend of Continental and American dishes. There's a special Brunch and a Special Lunch (both priced at $3.95), a complete dinner (ranging from $7.95 to $12.95) and such a la carte specialties as lobster, steak, shrimp served 10 different ways. There's a 15% discount on food (after 3 pm) if you show your PLAYBILL.

Arthur's is open every day except Sunday, from 11:00 am to 8:00 pm, Monday; 11:00 am to 11:00 pm Tues. through Fri., and 11:00 am to midnight on Sat. A la carte entrees from $4.25 to $12.95 (lobster prices according to availability). 581-9756
