The accent for Spring and Summer is on appealing prettiness and super-feminine frills ... curved lines, dressy details, gay, second-glance colors.

Hats, fashion's pace-setters, are tiny, tilted and made entirely of luscious pastel flowers with a whiff of veiling or they're tremendous.  Big, shady brims are back.

Suits are soft in tailoring rather than mannish with shorter, figure-hugging jackets and dressmaker details. Cottons have dress-up, city airs and you'll see as many of them in town as in the suburbs. They're treated like crepes, draped, tucked, embroidered, bow-tied.

Dresses, play clothes and beach togs are air-cooled with bare midriffs, cap sleeves or none at all. Shorts are brief and snug; halters are narrow "bra" effects and some swim suits are wrapped and tied like baby pants.
