Capt Mills informs me that he has forwarded charges against me for ordering a colored man named Peter to be whipped - I claim the ability to prove 1st That Peter was convicted by both white & [[underlined]] colored [[/underlined]] evidence of an offence punishable either in [[underlined] whites [[/underlined]] or [[underlined]] blacks [[/underlined]] according to the State criminal code by whipping - 2nd That my instructions were when the Police was formed & which have not since been rescinded, [[strikethrough]] that [[/strikethrough]] in all such cases "to execute the civil code"

I respectfully request of you to refer the matter for investigation & report to Capt Asa Teal Special Agent for Rockingham & I promise to adduce evidence sufficient to satisfy him or any impartial man that my action in the case only fulfilled the requirement of my oath taken when I was invested with my office - If I fail in doing this I will [[underlined]] voluntarily [[/underlined]] report to you and undergo any penalty you think proper to
