numbers of each between the ages of six and seventeen years." It also declares that "the said proportion shall be ascertained by the last reported census of the population of" Washington. 

By [[underlined]] a third act approved July 23d 1866 [[/underlined]] it is declared that the second above mentioned act shall be construed as to require the City of Washington "to pay over to the Trustees of colored schools" of said City "such a proportionate part of all moneys received or expended for school or educational purposes" in said City including the cost of sites, buildings, improvements, furniture and books, and all other expenditures on account of Schools, as the [[underlined]] colored children between the ages of six and seventeen years" [[/underlined]] in said City [[underlined]] "bear to the whole number of children white and colored between the same ages." [[/underlined]] 

The Corporation Attorney has expressed the opinion, of date the 30th October 1866, [[underlined]] that the act of July 23d 1866 is prospective [[/underlined]], and takes effect from its passage." 

The census of 1860 [[underlined]] shows the number of colored children between the ages of six and seventeen [[/underlined]] to have been [[underlined]] 10 5/8 per centum of the whole number of children, white and colored,[[/underlined]] of all ages: and the [[underlined]] number of colored children between the ages of six and seventeen [[/underlined]] to have been [[underlined]] 20 per centum of the whole number of children, white and colored, between the same ages.
