The meeting of the Board of Regents was held in the Regents' Room of the Smithsonian Institution Building and was called to order by the Chancellor at 9:00 a.m. on Monday, February 1, 1988. Present were:

Vice President Bush, Senator Garn, Congressmen Boland, Conte and Mineta, and Mrs. Armstrong were unable to attend due to other commitments.
