[[underlined]] NAMING OF RESEARCH LABORATORY FOR SENATOR MATHIAS [[/underlined]]

The Secretary introduced the following item, and it was 
VOTED that the Board of Regents, in grateful recognition of the contributions of Senator Mathias toward the scientific understanding and public appreciation of the Chesapeake Bay ecosystems, heartily endorses Public Law 99-617 and names the central laboratory facility at the Smithsonian Environmental Research Center the Charles McC. Mathias, Jr. Laboratory.

Public Law 99-617, enacted on November 6, 1986, authorized the Board of Regents to construct the Charles McC. Mathias, Jr. Laboratory at the Smithsonian Environmental Research Center in Edgewater, Maryland. As authorized by that measure, an appropriation of $863,000 was provided and construction was begun in the last year. A small ground-breaking ceremony was held at the site on November 19, 1987.

As the Board of Regents has retained authority for the naming of facilities at the Institution, the suggested motion, if approved will properly adopt the name of the Charles McC. Mathias, Jr. Laboratory as a Smithsonian facility and will place the Regents' endorsement of this honor on the record.

[[underlined]] NATIONAL MUSEUM OF AMERICAN ART COMMISSION [[/underlined]]

Mr. Adams introduced the following proposal to appoint or reappoint members of the Commission of the National Museum of American Art and noted that the list of nominees contains no minorities. This is particularly regrettable in light of the Smithsonian's redoubled efforts to include women and minorities in oversight, advisory, professional, and managerial positions throughout the Institution. The Secretary added that the Director of the Museum and the Chairman of the Commission have been asked to be more mindful of the Institution's priority in making further recommendations that are expected to be brought forward before the end of the calendar year.
