February 17, 1987. Plaintiff filed a motion for summary reversal with the Court of Appeals for the District of Columbia. This motion was denied and the appeal dismissed for lack of jurisdiction by the Court of Appeals on September 1, 1987. No further appeal of these cases was taken.

16. [[underlined]] Heckman v. Executive Branch, United States Government [[/underlined]]

This multiple issue, [[underlined]] pro se [[/underlined]] suit was filed January 14, 1986, in the U.S. District Court for the Eastern District of New York against twelve entities of the United States, and sought $5,000,000 in damages. Plaintiff alleged violation by the Smithsonian of the Freedom of Information, Privacy, and Vietnam Era Veterans Acts, and the Civil Rights Act of 1964, as amended, in connection with his unsuccessful applications for a fellowship (Smithsonian Office of Fellowships and Grants) and for employment (Smithsonian Tropical Research Institute). The U.S. Department of Justice handled the case on behalf of all the defendants. An answer was filed on May 20, 1986; and a motion to dismiss was filed on July 20, 1986. Oral argument was held in October 1986. Plaintiff's complaint was dismissed by the Court on January 29, 1987, and an appeal was filed on February 17, 1987, with the Court of Appeals for the Second Circuit. The January 29, 1987, order of dismissal was affirmed in a summary order filed June 26, 1987. No further appeal of the case was taken.

On May 21, 1987, plaintiff filed this action in the United States Court of Appeals for the Federal Circuit (C.A. No. 87-3419), appealing the rejection of his appeal to the Merit Systems Protection Board as untimely filed. Plaintiff had been removed for cause on September 13, 1982, from his position as a guard with the Office of Protection Services. The Court of Appeals dismissed the appeal on September 11, 1987.

On May 4, 1987, plaintiff filed this [[underlined]] pro se [[/underlined]] action in the United States Court of Appeals for the Federal Circuit (C.A. No. 87-3394), appealing the rejection of his appeal to the Merit Systems Protection Board as untimely filed. Plaintiff had been removed for cause on September 30, 1986, from his position as a guard with the Office of Protection Services. The Court of Appeals dismissed the appeal on August 21, 1987.
