ON A PERSONAL BIAS by Bernice Peck

SOME OF THE GIRLS: One dolly I love to look at is that Parton Dolly. Reminds me of the curvy confection of early childhood, yes, the Charlotte Russe. Clear-eyed about herself, too: "People don't realize how much it costs to make someone look cheap."

* The sleek new Beverly Sills is pleased by all the compliments that she is looking marvelous. Hard earned - America's songbird skinnied off those 75 lbs. with an eight-month, 800 calorie dumb diet that was "like eating cardboard."

* Cyndi Lauper wisdom: "Life is not a funeral." So she dresses to prove it.

VAMPING IT IN BLACK: Coming for fall from Paris, London, Milan and Seventh Avenue, the siren dress. Black. Slender, slinking to the floor, cut to cling like a limpet. In rich fabrics, velvet for one. Vampy, that's what.

But this is summer, so how about the hot weather edition of that onyx siren? Mine is skinny. In silk or thin wool. Bare (spaghetti straps for sexy, they just are). And short, mid-knee to high as you like. In the stores this is called "the little black dress."

And some very savvy women (Jackie O. is big on black) always seem to have a couple in the closet. To wear whether or not fashion decides to call it New again.

It works from dusk to dawn. Great under an organza or blowy chiffon big-shirt. With tall heels the proportion's perfect. Gilded stiletto heels, gilding makeup and over-sexed lace stockings can turn the L.B.D. into the New Summer Vamp. Enjoy.

WHAT A SWELL PARTY: Celebrities by the dozen. Droves of good-looking people in full rig. Everybody having fun. That was Macy's fete to send up Pierre Cardin's new perfume, Maxim's de Paris.

Obviously, Cardin named this new odeur for the chic Paris restaurant (he owns that, too), the long-time pleasure-palace of the rich, beautiful and famous.

The romantic associations are endless. One of mine is in Colette's novel-play-movie Gigi, with either Leslie Caron or Audrey Hepburn adorable as the virginal heroine. Recall how rich Gaston took her to Maxim's to display her as his future professional-lady? And just forget about Women's Lib - Colette knew how to spin up Romance.

But back to the party. It was not, of course, at Maxim's but in Macy's almost-as-famous Cellar, where they laid on a glorious sit-down dinner by Glorious Food. Yummy everything. Cardin's own date was Brooke Shields, hair up, wearing a black taffeta Cardin dress and not mentioning jeans even once.

The perfume itself? A luxury-binge. A beauty. A flower-oriental so delicious it raises the question, "What's that you're wearing? You smell wonderful." Gigi would have loved it. Have a whiff. You'll see. Maxim's de Paris, $100 the ounce. Try Macy's.

SAHARA STORY: Know somebody whose lips are dry, dry, dry? It happens at all ages - even quite young. Causes lipstick to wander outside the lipline in hideous little streaks. A mess, literally.

Not so, though, with the brand-new lipstick formula Estée Lauder has developed (so remarkable she is patenting it). Why? Because it can do what's not been done before: Make lipstick stay where it's put.

The name is Featherproof. In a dozen typically luscious Estée Lauder colors it goes on counters in June. At $10 a pop, I consider it worth twice that for coping with Sahara-lip.

DO YOU KNOW any more wistful sight than a Christmas fruitcake in the back of the fridge - in July - still waiting for somebody to want it?
