The last name for each Precinct mentioned on the within, is a Colored man with the exception ^[[insertion]] of [[/insertion]] Williamsons. Stewartsville is left blank, as no suitable persons have been found for that Precinct. General Alfred Dockery of Richmond Co. N.C. was kind enough to make up the list of names for Richmond Co. and I rely entirely upon his judgment in recommending the same.

As to the colored men they cannot read or write sufficiently to be of any use to the Board of Registration, but they are all men of fair standing and good sense. In case only two Boards of Registration is appointed for this County of Richmond, General Alfred Dockery suggests the following names as being in every way qualified. Viz.

For two Boards
Owen Hadley | Upper end of the County
Alford Baldwin | [[dittos for Upper end of the County]]
Wm R. Terry | Middle [[dittos for end of the County]]
Hampton Wade | [[dittos for Middle end of the County]]
John McNeill | Lower End [[dittos for of the County]]
Solomon Townsend | [[dittos for Lower end of the County]]

If three Boards are required the following are also recommended by General Dockery. Viz.

John B Covington | Middle of the County
Frank Bishop | Lower End [[dittos for of the County]]
Wm Burtin | Upper [[dittos for End of the County]]

As I have only been stationed in this Sb. District a month, I thought best to be governed in making the list of names for Richmond Co. by General Alfred Dockery, a man I believe
