EXTRACT

22. Pursuant to authority contained in Paragraph 2, Army Regulations 35 – 1480, dated November 21, 1932, Captain Benjamin O. Davis, (0 – 20146), Inf., who holds, an aeronautical rating or who is duly assigned to a course of instruction for qualification as aircraft pilot were aircraft observer, is hereby required to participate in regular and frequent aerial flights, effective July 17, 1941.
