Joesio indicated that IBDF via the President had asked ITAMARATY, the State Dept., to permit Brazil to export the Belgian GHLTs.
 
The Export Permit depended on Itamaraty's agreeing to the export. The letter signed by the IBDF Pres. had been sent out 26 Feb, but no reply had been received. Since we had an afternoon apt. w/the Pres., Joesio determined to [[strikethrough]] hold that [[/strikethrough]] present the problem. 

We met Cantarelli, the CITES management authority (Stanford shirt, 2 days in a row) who said that they had already heard from the US. CITES Mgmnt Authority.

On 4th March while in Joesio's office he calls Itamaraty & talks to administrator above the person to whom his letter was addressed. [Says that - according to Jim - he's got these Americans on his back; want to take the animals back; when they leave (to accompany them); can he search down the letter; everyone thinks it's a good idea to have the [[strikethrough]] into [[/strikethrough]] Intern. Captive Pop [[underlined]] n [[/underlined]] initiated] [[strikethrough]] [[?]] [[/strikethrough]]

Sounded like IBDF Brasilia again decided to resolve an issue & assist us, and they were acting quickly & efficiently. 

We eventually got a Xerox of the letter Santiago sent to the Itamarity -
