personnel concerned indicates their officers have failed to instill the proper spirit into those men. Such action definitely cannot be condoned in any military organization. It is desired that you submit a report on your investigation and the disciplinary action taken.

You will submit a personal report to me, by mail, as of each Saturday, until you are further advised that the report will be discontinued, giving me the corrective action you have taken in the preceeding week.

It is needless for me to call to your attention that you are jointly responsible for all Government property on the Lockbourne Air Base, and it is quite probable that the Accountable Officers concerned will be required to reimburse the Government where deficiencies and shortages are determined by audit. I was extremely disappointed to receive this report as it indicates that your personnel do not realize the responsibilities that they have accepted.
