Up to mid-December, Central Bureau of Statistics, the government agency which should swing into this routine in preparation for the second general elections under the new Constitution next December had not yet been given the "go" signal.  CBS' head Sydney B. Chambers had his machine all oiled and idling.

Certain Amendments.  Did the delay indicate postponement of the elections?  Bustamante's Labour Party would like that;  but the Colonial Office (to PNP's joy) had ruled out postponement.  Explanation:  "Certain amendments" have first to be incorporated into the voting law, and that the public will then have to be informed of those amendments.  Why then the delay in incorporating the amendments and informing the public?

The typically Jamaican reply:  "These things take time".  Safe surmise:  there will be a terrific last-minute rush to meet the election deadline, and for the resultant errors and omissions CBS will be saddled with the blame.

Systems.  Present system of compiling voting lists was set up by Canadian Statistical Expert Achille J. Pelletier in '43, when he also took Jamaica's first census in 20 years.  Canada uses a similar system.  The U.S. uses a different one:  citizens eligible to vote register at polling stations near where they live or work;  voting lists are compiled from registration returns;  you vote where you register – instead of where you lived when last interviewed by a census agent.

Early Predictions.  How will the elections go?  JLP are confident of another landslide, PNP are confident of a landslide.  An unpredictable number of Independents are expected to stand.  Hon. E. R. Dudley Evans' AIP hopes to capture a seat or two.  Best early predictions:  Labour 40%.  Independents 30% (20% PNP-inclined), PNP 30%.  Thus, while Labour will hold a majority
