It appears obvious that the nature of World War III is so rooted in conjecture and imponderables of the future, that it would be indeed unrealistic and, in fact, actually dangerous to assume a short war in which full utilization of the nation's resources would not be required.  Our mobilization planning, therefore, should be completed; it must recognize that the central problem of mobilization is manpower utilization and that adequate manpower utilization is possible only through National Service.
