Divisional Plan - 4

Blue City Council has taken on new life.  Members have come in.  All feel that their council is doing things.  They are enthusiastic and eager to see how far they can spread Council influence by the end of the year.

IV. A sponsoring Council may have to determine objectively and wisely certain matters of policy which are involved in division operation.

[[underlined]]POLICY[[/underlined]]

1) Personnel in a division should not become fixed or static.  Members from each division should be requested to volunteer attendance at other division meetings.  Shuffling of leadership and membership stimulates group thinking and provides a fresh perspective.

2) The Council should provide for a few all divisions meetings - both social and business.

3) Board members should change their attendance at division meetings periodically, so that the same member is not always attending the same division meeting.

4) Every division must have at least 15 financial members in order to be maintained.

[underlined]]PROPOSAL FOR ACTION[[/underlined]]

That the National Council adopt the divisional plan of organization as an experiment for better Council organization, permitting those councils who desire to adopt the divisional plan to try it for the period of one year.

That a report of the progress and problems of the Divisional Plan be made at the next Convention.
