I. [[underlined]] THE PROBLEMS AND NEEDS OF YOUTH TODAY [[/underlined]]

The training and development of American youth to meet democratic responsibilities in a nuclear age is now a matter of concern to the entire nation.

II. [[underlined]] FACTS ABOUT YOUTH [[/underlined]]

by 1965 there will be 14 minion more children and youth under 19 years of age in the population of the United States.

The highest rate of unemployment remains in the 17 - 20 age group.

Youth is to be special target of programs with an overall emphasis upon science designed to cull out gifted minds and unusual abilities.

There is grave concern that a program of advancement based wholly on scientific rivalry and materialism will produce an intolerable civilization lacking in spiritual advancement.

The increase of non-discrimination legislation at federal, state and city levels is creating more opportunities for skilled employment for qualified member of minority groups.

Community organizations must develop incentive programs which stimulate youth to obtain skills and high qualifications and to avail themselves of new opportunities.

Some areas are experimenting with work preparation programs for un-employed youth who have dropped out of school.

Job conditioning centers have been established for youth who have educational and behavioral problems which make it difficult for them to find employment.

Federal aid to Dependent Children Program is slowing down in many areas. This hits the minority groups hardest.

III. [[underlined]] SOME PROPOSED OBJECTIVES FOR NCNW's 1958 - 1959 YOUTH PROGRAM [[/underlined]]

1. How can local councils keep informed on the test standards, and guard against discriminatory policies being used by states and cities, so that scholarships for gifted youth will be available on a non-discriminatory basis?

2. How can local councils stimulate and encourage youth to stay in school and try for new fields?

3. How can local councils in pilot areas try sponsoring Job Conditioning Centers and act in cooperation with specialized social agencies?
