His Excellency The Minister of the United States, Lisbon.

I have the honor to advise Your Excellency that at the last meeting of the Board of Directors of this Commercial Association, the President has pointed out in the most enthusiastic terms the importance of the audacious deed of the crossing of the Atlantic by the intrepid Lieutenant Read. This feat undoubtedly shows the begining of great progress in the means of world's communications.
Ending his speech, the President proposed that a vote of congratulations for this famous deed to be read into the minutes of that session, which was unanimously [[obscured]] adopted. It was further decided that this vote of homage to the great Republic of the United States of America, which you so ably represent in Portugal, be communicated to you.
