It has been Bill's intention to write you a long letter for sometime now, but he has been so busy getting us squared away here, as well as at the base. Foster, as I'm sure you probably know, has just recently been made a TAC base, and it seems that everything has to be started from scratch. I expect that once they get the groundwork laid and a few basic problems straightened out, the pressure will be eased, but as of now he is ^[[insertion]] still [[/insertion]] spending too much time behind a desk and too little in an airplane to suit him. I know he would like very much to be able to have one of those long talks with you, General, but since he can't, he will write a letter one of these days.

Meantime, thanks again for your card and again our sincere congratulations. We are anxious to learn more about how you like Japan.
