in this State, Bvt Maj T. P. Johnston U.S.V. refuses to pay the vouchers, on the ground that Inspector's General of the Bureau are not Inspectors General in the meaning of the law, and not entitled to pay for actual expenses incurred in transportation of servant.

I think I am entitled to receive the amount expended in transportation of servant while performing the duties of Asst Inspector Gen'l of the Bureau, whenever it is necessary for me to take a servant with me. The nature of the duty I am required to perform makes it necessary for me to take a servant with me.
