Gen. Avery:

My dear Sir: I am urged by Rev. James Sinclair, of Robeson County, to appeal to you to consider his account or Agent for the Bureau for that County, and make him some allowance for his services, as per account filed. He says he is in great need of the money.

Mr. Sinclair is a faithful and active Republican, and is doing a good work among the colored people of his section.
