D Sir:
There are three persons in this County (native born) who, I think, have sufficient capacity to act as Registrars and Inspectors of the election, and who are willing to act as such, provided they can properly take the Test Oath Ironclad, presented by act of Congress July 2, 1862

One of them, Mr. Lewellin Harrell accepted & held the Office of Constable in this County, during a part of the rebellion, his purpose on doing so was not to aid the rebellion, but simply to obtain a living for himself & family in this way of for, being unable to do so by manual labor, and had frequently held the office anterior to the war
