I have the honor to ask for information as to the construction placed upon paragraph I of Gen. order No. 18 C.S. 1866, and to inquire whether that order prohibits Officers of the Army on duty in the Bureau of Refugees Freedmen and Abandoned Lands from engaging in the cultivation of land  The cultivation of a large plantation by an Officer within the limits of his district or post, it seems to me, must necessarily occupy more of his time, and
