operations to be carried forward in the present gallery of the Heye Foundation once the Museum of the American Indian is removed from the Audubon Terrace facilities. Referring to his conversation with Mr. Rangel, Mr. Adams noted that the Congressman felt that officials of the City of New York had reneged on earlier agreements to support cultural activities of relevance to the neighborhood in that facility. In discussion, it was generally agreed that Mr. Rangel was correct in drawing attention to this problem, that the solution to the problem should be found in New York rather than in either of the documents under consideration by the Regents, and that the Smithsonian should be prepared to offer programmatic assistance and training to the new Audubon Terrace museum through the Institution's Traveling Exhibition Service and its Office of  Museum Programs. Against the backdrop of knowing that the present Museum of the American Indian is faced with severe financial handicaps and may be forced to close down its operations if appropriations are not forthcoming by year's end, the Regents wished to express their support and intention to cooperate with Mr. Rangel at the same time as they moved forward with approvals on the Memorandum of Understanding and the draft legislation. Accordingly, the following motion was adopted:

VOTED that the Board of Regents recognizes that the future use of the present facility at Audubon Terrace needs to be considered, and the Smithsonian Institution will continue to work with the City of New York and the Heye Foundation on programming and related questions. 

Senator Moynihan agreed to convey the sense of this motion to Mr. Rangel.

The Regents then turned to the two motions which had been drafted in advance of their meeting. With Senator Moynihan voting "Present", the following motion was adopted:
