(b) A significant facility for the Museum consisting of approximately 82,500 square feet, including space shared with the General Services Administration and subject to the provisions of Section 201(b), shall be established in the Old United States Custom House at One Bowling Green in the City of New York and shall be designated "The George Gustav Heye Center of the National Museum of the American Indian".

(c) A facility for the conservation and storage of the collections of the Museum shall be established at the Museum Support Center of the Smithsonian Institution.

Sec. 103. The Board of Regents of the Smithsonian Institution is authorized to plan, design, and construct or otherwise acquire the facilities described in Section 2, together aggregating not less than 400,000 square feet.

Sec. 104. The faith of the United States is pledged that the United States shall provide such funds as may be necessary for the design, construction, administration, maintenance, operation, and preservation of the Museum, its facilities, and its collections.

Sec. 105. (a) There is established within the Smithsonian Institution the Board of Trustees of the National Museum of the American Indian (hereinafter referred to as the "Board of Trustees").

(b) The Board of Trustees shall recommend annual operating budgets and provide advice and assistance to the Board of Regents of the Smithsonian Institution on all matters relating to the administration, maintenance, operation, and preservation
