SUMMARY PROCEEDINGS OF THE BOARD OF REGENTS 

May 8, 1989 

[[underlined]] REPORT OF THE EXECUTIVE COMMITTEE [[/underlined]]

On April 27 the Executive Committee reviewed the agenda proposed for the Regents' meeting. The Committee commended the Memorandum of Understanding with the Heye Foundation for the Regents' final consideration, and the Committee took special interest in the substantive and procedural steps to be taken toward toward establishing an African American bureau and presence for African American art, history, and culture within the Smithsonian. Finally, the Committee discussed Smithsonian difficulties with proposed amendments to the Federal Advisory Committee Act, which in the Committee's view would challenge understandings of the nature of the Institution. 

[[underlined]] APPOINTMENTS TO THE PERSONNEL COMMITTEE [[/underlined]]

To fill a vacancy created by the death of Mr. Humelsine, and to appoint a Chairman in his stead, it was 

VOTED that the Board of Regents appoints Charles McC. Mathias as Chairman of the Personnel Committee and appoints Jeannine Smith Clark as a member of the Committee. 

Dr. Caryl P. Haskins, Regent Emeritus, serves as the third member of the Personnel Committee. 

[[underlined]] REPORT OF THE NOMINATING COMMITTEE [[/underlined]]

It was reported that the Nominating Committee recommended the renomination of Regents Clark and Johnson in time for their reappointment this year, and the Regents approved the following motion: 

VOTED that the Board of Regents nominates Jeannine Smith Clark and Samuel C. Johnson to serve additional terms for the statutory period of six years from the expiration of their current terms and requests that the Congressional members of the Board introduce and support legislation to that effect. 

The Committee also discussed the kinds of qualifications which were felt to be important in filling the two current vacancies. Concluding the Committee's report, Chairman Bowen asked the Regents to give the Committee the benefit of further thought and suggestions for nominations in the weeks ahead.
