John Ball (1818-1889) Irish botanist. Per TL-II, collected in Morocco, North and South America, and frequently in the European Alps. He wrote A Guide to the Eastern Alps, 1874 in which Valentinothal is in the Carnic Alps. Could be northeastern Italy or might be in Austria.
