lawlessness. The Smithsonian would seem to be required to take part in the reconstruction of a civil society there and will concentrate its support in areas of environmental preservation and museum conservation.

Mr. Adams added that he has scheduled a trip to the Tropical Research Institute in late March -- for the purposes of dedicating the Earl S. Tupper Research and Conference Center, holding a reception for the staff there, and visiting research operations on Barro Colorado Island -- and he encouraged members of the Board of Regents to accompany him.

THE BARNEY STUDIO HOUSE 

Mr. Adams mentioned that the Barney Studio House, a highly stylized, historic Sheridan Circle home and artist's studio which was given to the Smithsonian in the early 1960's, is currently severely under-utilized and in great need of rehabilitation estimated to cost up to $1.5 million. Faced with this prospect, against which must be weighed the limited funds available for such work, the Secretary indicated that he has requested several professional appraisals on the property, with the expectation of coming back to the Regents with accurate information on what the realistic circumstances of the structure are, including the legalities and fiscal consequences attendant to the options of renovation and/or sale of the property.

The Secretary noted that [[underlined]] Air & Space [[/underlined]] magazine has reached the point where it continues to show a deficit in terms of the standards of accrual accounting but it now has a positive cash flow to meet its fiscal obligations. One concern is that the cost of obtaining new subscribers is escalating as the rate of return on solicitations decreases; on the other hand, the retention of subscribers continues to be strong.
