1) Efforts to secure increased unrestricted expendable funds for the Institution through all programs will continue to be aggressively pursued by the Smithsonian National Associates Program.

2) Individual bureaus and the Office of Membership and Development will continue collaboration in securing exhibition and program needs. This effort will include attempts to secure Quincentenary funding as well as those for other Institutional programmatic priorities.

Endowment opportunities and donor cultivation will also be calibrated with, and supportive of, those envisioned for the National Museum of the American Indian and the National Air and Space Museum as may be deemed appropriate for the maximum success of all during the same period.

[[underline]] Final Approval and Monitoring of the Program's Success [[/underline]]

The creation of a Regents' Advisory Committee on Program and Development is essential to assist with and review the Office of Membership and Development's activities in preparation of a final detailed proposal for realizing the program outlined above.

Reviews of the Office of Membership and Development's program will be prepared for the Advisory Committee on Program and Development annually, or more often if requested. An in-depth review of the results of this program together with detailed plans for a major capital campaign will be presented to the Board of Regents for approval no later than January 1994.

The following motion is suggested:

VOTED that the Board of Regents accepts, in principle, the preliminary proposal for preparing and instituting an endowment fund-raising effort over the fiscal years 1991-1994. The period is to be considered an active preparation for a capital campaign to be undertaken, after a review of results and approval of detailed campaign plans, no later than fiscal year 1995. To that end a Regents' [[underline]] ad hoc [[/underline]] Advisory Committee on Program and Development may be constituted for the leadership, support, and oversight of this development effort. It is understood that this program is to be submitted to the Board of Regents for final approval at its May 1990 meeting.
