[[underline]] D. Miscellaneous Offerings [[/underline]]

Virginia offers participation in a variety of scholarly and aerospace networks. While generous, these parallel a number of connections the Museum has already established. We already have a joint project, through the Virginia Center for Innovative Technology, with a number of Virginia colleges and universities. Similarly we already enjoy collaborative ventures in Maryland with John Hopkins University, the NASA Goddard Space Flight Center and the University of Maryland. While such scholarly connections are important to the Museum and the Institution, their actual value to the Smithsonian would have to be clarified.

Virginia claims that there will be a 15% savings in annual utility costs at the Dulles site relative to the BWI site: this is based on current utility costs.

[[underline]] E. Clarifications that Might be Sought [[/underline]]

Clarifications to the offers of the two states would be useful if provided in time for the full Regents' meeting in late January. For [[underline]] Maryland [[/underline]], the remaining questions are:

1. What is the "nominal ground rent" to Maryland once ownership of the buildings at the BWI airport is transferred to the Smithsonian?

2. How certain is Maryland of its ability to acquire the 200 acres of additional land the state is offering to the Smithsonian?

For [[underline]] Virginia [[/underline]], the remaining questions are:

1. What are Virginia's commitments to financing Phases II and III of the construction plan?

2. What is the proposed "appropriate level of support" by Virginia toward repayment of the $100 M bond issue?

3. What is the level of the "lowest cost of financing possible" for Virginia?

Maryland's proposal is specific in these regards. In the absence of clarification, Virginia's offer would have to be judged as providing no assurances on any of these three points.
