Executive Summary

One of the most crucial tasks for the Smithsonian Institution's Secretary, Under Secretary, and other executives, through the leadership of the Institution's Board of Regents, is to continue to develop, recruit and retain a highly qualified, world-class, leadership team. They are handicapped in this effort, however, by the constraints of the present senior executive compensation program.

Stages of a range of comparable museum, academic, research, and large non-profit organizations, as well as Institution internal studies and documentation, show that most senior Smithsonian Institution executive leaders are paid salaries that range from 15 to 40 percent below the salaries of their professional counterparts outside of the Smithsonian.

The Smithsonian management's recognition of the need to initiate this study, and to support a fair and rational senior executive compensation system, demonstrates a strong commitment to the goal of Smithsonian excellence. Management's strong organizational support and involvement in all aspects of this project further amplifies their dedication to the continuing success of the Smithsonian Institution.

Purpose Of This Study

Bermultinational Limited was charged with studying the current compensation program and process for senior executives at the Smithsonian Institution, and with developing a new approach that would ensure a fair, rational, and competitive system.

The positions examined by this study include members of the Management Committee (excluding the Secretary and the Under Secretary), all bureau heads, senior policy administrators, and selected business positions.
