Mr. Heckscher has been instrumental in the development of the Museum's mission statement and the definition of purpose for the Council and its expansion. As Chairman, he has also served tirelessly on the Council's Executive, Collections, and Nominating Committees, as well as on the original National Capital Campaign Committee. He continues to serve actively on the Council and its Executive Committee, as well as on the Commission of the National Museum of American Art, of which he became a member in 1968.

In recognition of these most significant contributions to the Smithsonian and to the nation as the Founding Chairman of the Advisory Council of the National Museum of Design, it is proposed that the Board of Regents award to August Heckscher the Henry Medal. The Henry Medal, awarded nineteen times since its creation in 1879, is reserved for presentation to individuals in recognition of their distinguished service, achievements, or contributions to the prestige and growth of the Smithsonian Institution.

Accordingly, the following motion is suggested:

VOTED that the Board of Regents awards the Henry Medal to August Heckscher in recognition of his great service and dedicated friendship to the Smithsonian Institution and to the Cooper-Hewitt National Museum of Design.

[[underline]] APPOINTMENTS AND REAPPOINTMENTS TO SMITHSONIAN BOARDS AND COMMISSIONS [[/underline]]

The Secretary introduced the following proposals to appoint and reappoint members of the Commissions of the National Museum of African Art, the National Portrait Gallery, and the National Museum of American Art. It was,

VOTED that in accordance with Public Law 95-414 the Board of Regents reappoints to the Commission of the National Museum of African Art John A. Friede, James L. Hudson and Frieda Rosenthal, and appoints Brian C. Leyden and Michael L. Lomax to terms expiring December 31, 1992.

VOTED that in accordance with Public Law 87-443 the Board of Regents reappoints Dr. Frank Stanton to the Commission of the National Portrait Gallery, for a term ending in December 1995.

VOTED that the Board of Regents reappoints to the Commission of the National Museum of American Art Margaret Dodge Garrett and Wilbur L. Ross, Jr. and appoints Edwin I. Colodny, Rita R. Fraad, and Richard J. Schwartz to terms expiring December 31, 1993.
