The Office of Protection Services plans to begin implementation of a drug-testing program in fiscal year 1993, as outlined above. Any mandatory incumbent employee drug testing is the most sensitive aspect of any drug control program. There are several different kinds of testing, some or all of which may be a part of a particular program:

- applicant (pre-employment) testing for all persons selected for, but not yet appointed to specified positions. 

- testing as part of required, regular medical examinations for all incumbents in specified positions.

- alcohol and/or drug testing based on "reasonable suspicion" of impairment "on the job," using established standards.

- post-accident (on the job) alcohol and/or drug testing using pre-established standards.

- random drug testing of a percentage of all incumbent staff in specified positions.

- all testing performed by contract with local Federally approved vendors who would come to the Institution, collect the samples and send the results to the Smithsonian medical review officer.

REVISED FORMAT FOR SMITHSONIAN ANNUAL REPORT

As a result of numerous discussions during the past few months, senior management has concluded that the current way in which the Smithsonian prepares its annual report, Smithsonian Year, does not emphasize the most important things accomplished during the year. In addition, although the publication meets legal and legislative requirements, it attempts to serve too many audiences and thus serves none of them optimally.

This year, therefore, Smithsonian Year 1991 will have a new format to produce a publication that can better serve the needs of the Smithsonian and its constituencies--members of Congress, donors, potential donors, VIP visitors to the Smithsonian, journalists and others. The publication will be approximately 84-88 pages, that is, more along the lines of corporate annual reports.

The report will have a color cover with an education theme; a table of contents; a section with the Secretary's statement, report of the Board of Regents, a list of benefactors and a financial report; a 19-page color spread, consisting of minimal text and one stunning color photo per page of an organization's most significant accomplishment, activity or acquisition (19 units in all, including all bureaus); highlights from the year on all units listed in Smithsonian Year 1990 and any new units established during the year (consisting of one short paragraph on the mission of the unit, followed by items of accomplishment); and an organization chart. Black-and-white photos will be used throughout. The report continues to be produced jointly by Smithsonian Institution Press and the Office of Public Affairs.
