VOTED that the Board of Regents endorses the proposed Federalization of SITES and authorizes the Secretary to draft enabling legislation which may be approved by the Executive Committee for its introduction and support by the Congressional members of the Board.

Smithsonian-sponsored Legislation

Regent Reappointment - On August first the House passed H.J.Res.139 to provide for the reappointment of Barnabas McHenry as a citizen Regent. The measure is now pending before the Senate Committee on Rules and Administration.

Administrative Service Center - Mr. Mineta introduced H.R.2758 on June 25 for himself, Mr. Whitten, and Mr. McDade to authorize the Smithsonian to acquire a 500,000 square foot facility in the District of Columbia and provide financing to be amortized over thirty years. The measure was referred jointly to the Committee on House Administration and the Committee on Public Works and Transportation. A hearing was held on June 26 by the Public Works Subcommittee on Public Buildings and Grounds.

On August second Regents Moynihan, Garn, and Sasser introduced a companion measure, S.1682, which was referred to the Committee on Rules and Administration.

National Air and Space Museum Extension - H.R.2756, introduced on June 25 by Mr. Mineta for himself and Messrs. Whitten, McDade, and Clay authorizes the Smithsonian to plan and design an extension of the National Air and Space Museum at Washington Dulles International Airport and the appropriation of $9 million. The measure was referred to the Committee on House Administration. The issue was reviewed by the Public Works Subcommittee on Public Buildings and Grounds on June 26. A hearing on the bill was held by the House Administration Subcommittee on Libraries and Memorials on July 30. A companion measure, S.289, was introduced on January 30 1991, by Senator Garn and is pending in the Senate Committee on Rules and Administration. 

Land Acquisition at the Smithsonian Environmental Research Center and East Court Construction at the National Museum of Natural History - Mr. Mineta introduced H.R.2757 on June 25 for himself, Mr. Whitten, and Mr. McDade to authorize the acquisition of land for watershed protection at SERC, as well as the appropriation of $500,000 in fiscal year 1992 and such sums as may be necessary in succeeding fiscal years. H.R.2757 also includes a technical amendment to P.L.101-455, which authorized the design and construction of the East Court facility of the Natural History Building, to make appropriations available in fiscal year 1991 and succeeding years. Following joint referral to the Committee on House Administration and the Committee on Public Works and Transportation, a hearing was held on June 26 by the Public Works Subcommittee on Public Buildings and Grounds.

On July 31 Senator Moynihan, for himself, Senator Sasser, and Senator Garn, introduced a companion bill, S.1598, which was referred to the Committee on Rules and Administration.
