with the Secretary and members of the National Board to draft a proposal for a special trust fund which will be attractive to donors and consistent with Smithsonian objectives.

AGREEMENT WITH THE LIBRARY OF CONGRESS

The Secretary noted that it has long been clear that direct competition between the Library of Congress and the Smithsonian for the acquisition of historical materials would not be in the publicĀ“s best interest. Accordingly, he and the Librarian of Congress have been working recently toward an inter-institutional understanding about collecting artifacts and printed materials in areas of common interest. The Secretary and the Librarian are reportedly near an agreement that would establish the readiness of each institution in the case of acquisitions to consult with the other or provide notice of its interest before going forward. To that end, a high-level consultative committee would be appointed from among the officials of both organizations. 

The Secretary emphasized the sensitive nature of these discussions and urged the Regents to let him know of their concerns.

REQUESTED LOAN OF THE SPACE SHUTTLE "ENTERPRISE"

Mr. Adams informed the Board that representatives of the Japanese National Television have been assiduously courting members of the Administration, the Congress, and Smithsonian staff to try to create a favorable atmosphere for borrowing the space shuttle "Enterprise," which is now housed at Dulles, for an exhibition in Japan. Their formidable proposal, received last spring, promised a contribution to the Smithsonian of about $2 million, certain refurbishing at the Garber facility, $5 million in Japanese television time, and so on.
