increases, and the like), and a large component for "infrastructure" (a term in the Institution's operating budget as well as capital budget referring to reinvestments that are required in current programs to enable them to remain viable -- for example, expenditures for the care and conservation of collections, for the replacement of scientific and laboratory equipment, and for more adequate levels of security throughout the Smithsonian's museums).

As in each of the last several years the Institution is also requesting modest amounts for some new program initiatives (global change research, more culturally diverse public programming, and education) which represent important national and public imperatives.  In addition, this year the Smithsonian is requesting $1.4 million for devlepment officers who will be deployed to address the needs of the Smithsonian's bureaus and whose success will represent a return of several fold on this modest investment.
