Fiscal Year 1992 - Budget (Schedule D)

Federal Appropriations: Schedule D reflects the fiscal year 1992 budget request submitted to Congress. Since that time, the Smithsonian has received final House action. Final Senate action will not occur until September when the bill is brought to the floor. Conference Committee action will then follow. The following chart summarizes Congressional action to date.

The Institution plans to appeal several matters to the Conference committee. Included are a general reduction for all Interior and Related Agencies of which the Smithsonian's share is a $9.1 million reduction to Salaries and Expenses and specific reductions of $0.9 million in global change research, $0.8 million in construction planning, $1.0 million for the National Museum of the American Indian, and $0.4 million for staff support submillimeter telescope array of the Smithsonian Astrophysical Observatory. In addition, although not specifically an appealable item, the Institution plans to comment on the impact of the reduction of $2.3 million to pay the District of Columbia for water and sewer services.

In the appeal letter or in attachments to it, the Institution would acknowledge the support of the House in providing add-on funding for a number of needs or other initiatives, including $3.0 million for the Repair and Restoration of Buildings account. The information included would also include an impact statement for all other amendments to the original budget request.

Trust Funds: Schedule D also presents to the Regents for approval the Trust fund budget for fiscal year 1992. The budget is being presented later than the usual time because of the great economic uncertainties the Smithsonian has been facing with a weak economy. This budget is based on the revised budget with which the Institution started fiscal year 1991 with necessary compensation increases for current staff as well as uncontrollable increases relating to inflation or other mandatory cost escalation.
