SUBTERFUGE.
It was announced last fall by President Mellen, of the Boston & Maine Railroad, that hereafter his company would let politics severely alone. At the time this utterance was given out The Record published it and commented upon it as being commendable in the superlative degree.  

But alas, and alack! It now turns out that during the last winter session of the New Hampshire legislature the Boston & Maine Railroad maintained a paid lobby of nine persons to watch every move made on the legislative tables. And more than one "joker" was surreptitiously slipped into various acts of the legislature, which "jokers" were designed to thwart popular will and gain an advantage of some kind to the railroad corporation. To illustrate: 

A certain bill taxing public utility corporations was brought in for enactment. The bill contained the clause that all public utility corporations in the state should be taxed on "the actual value of its property and estate." The bill was amended in a minor and inconsiderable way, but in making the amendment the words "and estate" were "inadvertently" left out. The bill was considered a very important one by Gov. Bass, the new and progressive executive, and when the news came to him that the state senate had passed it almost unanimously he instantly grew suspicious, and asked to see the amendments. When he got them he and his friends sat up half the night looking for the little "joker" he was almost certain was there. It took them a good while but they found it. Those words, "and estate" that had been left out of a minor and unimportant amendment, were the most
